HRSD ministry unveils details on Saudization of 6 new professions, activities

The Ministry of Human Resources and Social Development (HRSD) issued a procedural guide for the six ministerial decisions that include the Saudization of several professions, including legal advice and law firms, customs clearance, real estate, cinema, vehicle driving institutes, technical and engineering.

According to the procedural guide, the localization of vehicle driving institutes activity includes providing more than 8,000 jobs, as it aims to localize 100% of the activity.

The ministry added that the minimum wage for a vehicle driving instructor, teaching aids specialist, vehicle traffic controller, and industrial vocational trainer will be SAR 5,000, provided the decision is implemented on 26/5/1443 AH.

The ministry’s procedural guide stipulates that up to 70% of real estate activities and professions will be localized, in addition to localization of 100% of the targeted professions, which focus on real estate brokerage, real estate marketing, owner’s association, sustainable construction and real estate arbitration.

The ministry added that the decision includes providing more than 11,000 jobs without mentioning the details of their wage. The application will start as of 24/02/1443 AH.

The procedural guide also determined the localization rate in the technical engineering professions at 25%. The number of job opportunities is estimated at more than 12,000, with a minimum wage of SAR 5,000.

The ministry explained that applicants for jobs are required to obtain professional accreditation from the Saudi Council of Engineers (SCE). This decision is also applied to all private sector

entities that employ five or more workers in the targeted professions and will be applied as of 26/5/1444 AH.

The procedural guide stipulates that the decision of legal advice and law firms’ localization will be implemented in two phases: the first begins on 26/5/1443 AH and aims to localize 50% of jobs, while the second phase will start on 26/5/1444 AH, which aims to boost the localization rate to 70%.

The ministry pointed out that the targeted jobs include legal adviser for public and private systems, contracts specialist, legal affairs clerk, in addition to job opportunities for the trained lawyer.

The sector includes providing more than 5,000 job opportunities, with a minimum wage of SAR 5,500.

On the decision to localize jobs related to the cinema sector, the procedural guide clarified that nationalization will be 100% in the sector and all its related activities in the targeted professions.

The targeted occupations include supervisory professions, retail sales, ticket sales, and food and beverage sales.

The sector includes offering more than 3,000 job opportunities, and the decision will be applied as of 24/2/1443 AH.

The ministry highlighted that it aims to localize 70% of the total number of workers in the customs clearance profession, in addition to 100% of the targeted professions, which include general manager, government relations officer, translator, customs clearance clerk, item customs broker, and customs clearance.

The minimum wage for customs brokers and customs officers will be SAR 5,000, with the decision applied from 26/5/1443 AH.
