Saudi Arabia’s Minister of Human Resources and Social Development (HRSD), Ahmed Bin Sulaiman Al-Rajhi, issued a decree obligating collaborative e-platforms to limit direct dealing to Saudi workers only and not to deal with non-Saudi workers except through operating facilities.
The move is aimed to curb illegal workforce, create a suitable work environment for Saudis in the field of collaborative work in various activities, and stimulate the investments of entrepreneurs, and small and medium-sized enterprises (SMEs) to legally fulfill the need for workforce, the ministry said in a statement.
The ministry also reiterated that this decision comes within its efforts to regulate the labor market, in line with developments seen in the Kingdom across the board, mainly modern work patterns, noting that work through electronic platforms is one of key work patterns.
The decision will come into effect 180 days after its publication on the ministry's website. The ministry will take all necessary measures to ensure facilities adherence to the decision.
The decree defines digital collaborative platforms as any application or website that acts as an intermediary to facilitate access to services for consumers by sharing physical and human assets with individuals.
