Saudi Arabia's official gazette published, on Feb. 12, the details of the Cabinet decree, dated Feb. 3, 2021, on establishing the unified national employment platform.

The move aims to unify and improve the efficiency of the procedures related to receiving and processing all employment applications for all related parties (individuals as well as the public and private sectors), in addition achieving efficiency, effectiveness, accuracy, transparency and fairness of employment. The platform will offer the following:

1) Documenting the procedures of job ads for entities;

2) Managing job applicants' accounts, access permissions, as well as writing and updating resumes on the platform and automatically verifying the resume data through integration with external parties;

3) Documenting basic data and information for job seekers, as well as their qualifications and specializations to ensure the correctness and quality of data through automatic linking to the relevant authorities;

4) Providing all kinds of outputs, standard dashboards, reports and statistics;

5) Automating processes;

6) Registering appointment documents;

7) Providing support services.

The decree stipulates that the current data of competent employment authorities in the public and private sectors will be transferred to the platform and a steering committee will be formed to manage the platform, to be headed by the Ministry of Human Resources and Social Development.

In addition, the National Information Center (NIC) will fully host the platform, provided that the platform will be established in phases to ensure the continuation of projects and initiatives of the employment authorities in the public and private sectors.

According to the decree, the steering committee may seek the help of a specialized consultant house to evaluate the current situation of government employment platforms, as well as resources and assets from all aspects (technical, data, procedures) and determine the resources that can be used in the future.

The consultant house will provide support for the platform in some areas, such as scoping, studying of the optimal financial model, formulation of technical conditions and specifications, in accordance with the best practices.

The government agencies should present their future projects and initiatives that overlap with the goals of the platform to the steering committee for consideration, harmonization and decision-making.
