The Contractual Relationship Improvement initiative, launched by the Ministry of Human Resources and Social Development (HRSD), will go into effect on Sunday, March 14.

The move, which is one of the National Transformation Program initiatives, aims to provide three main services, namely career mobility and development of the mechanisms of exit, return and final exit.

The initiative organizes the relationship between expat workers and private employers as per specific conditions taking into account the rights of the two parties.

The career mobility service allows an expat worker to move to another job upon the expiry of his contract without the need for his employer's approval.

Meanwhile, the exit and return service allows an expat worker to submit an exit and return request during the period of the contract through 'Absher' application. In addition, the initiative allows the worker to request a final exit during the period of the contract or after its expiry.

The initiative aims to enhance flexibility, effectiveness, and competitiveness of the labor market, as well as raise its attractiveness in line with the international best practices.

The initiative will also enhance the competitiveness of the Saudi labor market with its global peers and raises its classification on the international competitiveness indices. In addition, it will develop the human capital and attract the professional cadres to the labor market.
