Saudi Arabia's Minister of Transport Saleh Al-Jasser decided to amend the regulations governing the goods transport, freight forwarder and truck leasing on roads, as follows:
1) Adding definition with number 53 to Article 1, as follows: "53- Entrepreneurship enterprises: Establishments that are legally classified by the competent authorities in the Kingdom, which launches, designs, and operates specialized commercial businesses, which are usually in the form of small or medium startups."
2) Amending Paragraph (1 / B) of Article 5 to read: "In order for the establishment to obtain a license to engage in the goods transport business, the following are required: (1) The following requirements are met: (b): A valid commercial register for the establishment including the transport business.
3) Amending Article 3/5 as follows: “3- Providing individual transport vehicles and / or locomotives necessary to practice the goods transport business with at least 10 vehicles at the level of the Kingdom’s cities, governorates and administrative centers, whether they are owned directly or through financial lease, provided that the establishment is the real user of it."
4) Amending Article 2/7 to read: “The license is issued in the name of the establishment according to the form approved by the authority after paying the fee (if any), and it shall be for a period of three years for all establishments, except for the entrepreneurship establishments that have been granted facilities to gradually operate their vehicles.
5) Amending Paragraph (1 / B) of Article 17 to read: "First: For an establishment to obtain a license to practice a freight forwarder business, the following are required: (1): To fulfill the following requirements: b) A valid commercial register for the establishment that includes the freight forwarder".
6) Amending paragraph 3/17 as follows: “A financial guarantee of SAR 250,000, and the president may exclude entrepreneurship enterprises from this condition for the first year of licensing."
7) Adding Paragraph No. 3 to Article 22 to read: "The establishment may apply for the cancellation of the license according to the following controls: Validity of the Zakat and income certificate; Cancelation of the commercial register related to the activity; payment of the fines (if any)."
8) Amending Paragraph (1 / B) of Article 24 as follows: “In order for the establishment to obtain a license to engage in the truck rental business, the following are required: (1) To fulfill the following requirements: B) A valid commercial register for the establishment that includes a truck rental activity."
