Saudi Minister of Municipal and Rural Affairs and Housing Majed Al Hogail approved the closed (cloud) stores requirements, which include that the existing establishments practicing the closed stores’ activity, should correct their status to comply with the new requirements within one year starting March 10, 2022.

 

The ministry stated that the closed stores are commercial establishments located on business streets and operate according to the closed-door policy, so their goods are marketed through electronic commercial websites and applications. The goods are delivered to customers through an intermediary, whether the stores operate in retail activity, food and beverage, or restaurants. The allowed number of activities is 158.

 

The new requirements aim to maintain the safety and health of consumers, as well as create modern business models that keep pace with e-commerce, in addition to creating job opportunities, the ministry said.

 

The requirements also include technical requirements for the receiving and delivery area, which is required to be at the front of the store, restrooms for workers, toilets, sorting and packaging area, in addition to construction requirements for the building, walls, facade, floors and ceiling of the store, as well as air conditioning, ventilation, electrical installations, lighting, security, safety and energy efficiency.
