The Idle Lands Program said it targets more than 140 Riyadh-based neighborhoods in the second phase, based on the approved scope.

Last December, the program announced the start of second phase execution and expansion of the target scope for Riyadh, according to Argaam's data.

The idle lands fees came into effect on June 8, 2016.

Upon the Cabinet's approval of the amendment to the program regulations in April 2021, the program execution was planned to be on three phases.

The first phase includes undeveloped lands that span 10,000 square meters (sqm) or more for one owner. Meanwhile, the second phase includes developed lands over 10,000 sqm or more for one owner or more, in addition to the total developed lands per one owner, with an area of 10,000 sqm or more in one approved scheme. As for the third phase, it includes developed land over 5,000 sqm or more for one owner or a group of owners, and the total developed lands for one owner, with an area of 10,000 sqm or more in one city.

All phases are applied within the urban range defined by the Ministry of Municipal and Rural Affairs and Housing.
