Minister of Human Resources and Social Development (HRSD) Ahmed Al-Rajhi issued a decision to localize 35% of consultancy professions and businesses, effective as of April 6, 2023, as a first phase.

The second phase will be implemented at 40% as of March 24, 2024.

The decision targets all professions in the sector, most notably financial advisory specialist, business advisory specialist, cyber security consulting specialist, project management manager, project management engineer and project management specialist, according to a statement.

It is expected to provide more job opportunities for Saudi citizens.

For his part, Minister of Finance, Mohammed Al-Jadaan, issued a decision to amend the specifications and terms brochure for consultancy services and to obligate consulting companies to the percentage of localization specified by the HRSD Ministry in government services and procurement.

The HRSD Ministry, in cooperation with the Human Resources Development Fund (HRDF), will provide incentives to support private sector establishments in employing Saudis. This is besides bolstering wages of national workers by up to 50%, providing support for mobility and allowances for moving from one city to another and training of job seekers.

Meanwhile, the Local Content and Government Procurement Authority will follow up on the commitment for the inclusion of Saudization requirements in consultancy contracts.
