The Ministry of Human Resources and Social Development (HRSD) reopened recruitment of domestic workers from Ethiopia and added it to its earlier decision directing establishments that provide mediation services to not exceed the ministry’s ceiling on recruitment costs.

The cost cap for Ethiopian domestic workers was set at SAR 6,900, excluding value-added tax (VAT).

In September 2022, the ministry asked all establishments that provide mediation services in recruiting domestic workers not to exceed the highest ceiling of costs, according to Argaam's data.

The ministry set the maximum limit, excluding VAT, for recruiting domestic workers from Uganda at SAR 9,500, Thailand (SAR 10,000), Kenya (SAR 10,870), Bangladesh (SAR 13,000), the Philippines (SAR 17,290), Sri Lanka (SAR 15,000) and Burundi (SAR 7,500).
