The Zakat, Tax and Customs Authority (ZATCA) determined the selection criteria for target taxpayers in the third wave for implementing the "integration phase" of e-invoicing. The third wave included all taxpayers with more than SAR 250 million revenues subject to VAT during 2021 or 2022.
Targeted taxpayers in the third wave will be notified to integrate their e-invoicing solutions with Fatoora platform starting from Oct. 1, 2023, ZATCA said.
The second integration phase has additional requirements, the most prominent of which are to integrate taxpayers' e-invoicing solutions with ZATCA's Fatoora platform, issue e-invoices based on a specific format, and include additional fields in the invoice.
Furthermore, the second integration phase will be gradually implemented in waves. ZATCA will announce the following waves directly at least six months before their integration date
The first phase of e-invoicing (generation phase), was introduced on Dec. 4, 2021. Taxpayers subject to the e-invoicing regulation were obliged to stop generating handwritten invoices or computer invoices through text editing software and make sure that there is a technical solution for e-invoicing that is compatible with the requirements. In addition to generating and storing e-invoices with the required fields, including the QR code and other requirements.
