Saudi Contractors Authority’s (SCA) Chairman Zakariya Alabdulqader said that launching and implementing standard contracts as legislative enforcement documents protects stakeholders and individuals working in the contracting sector.

 

In an interview with Al-Arabiya, Alabdulqader explained that the enforcement document will be part of the contract value, stressing that standard contracts are distinguished from other contracts by their complete legal elements and an escrow account that guarantees the project’s funds and their flow for the continued efficiency of the project.

 

He added that SCA directly supervises the escrow account, noting that the project owner is responsible for ensuring fair liquidity for the project.

 

SCA's standard contracts include over 36 contracts that cover all stakeholders, including real estate agents and anyone working in the private sector, to whom the standard contracts were intended to protect their rights.

 

This initiative targets small and medium enterprises and all citizens and residents who aim to sign contracts with the contracting sector, Alabdulqader noted, adding that this category represents 98% of the sector. SCA seeks to protect this category in cooperation with the Ministry of Justice due to their lack of legal experience.

 

He also stated that the link between the National Single Sign-On Services and the Ministry of Justice is complete, as the ministry was keen to launch the project after confirming its viability. Over a four-year period, standard contracts underwent several stages, including contract drafting, contractual elements, and development.

 

According to data available on Argaam, the Ministry of Justice, in partnership with SCA, recently launched standard contracts that were used as enforcement documents.
