Regulations for temporary work, Hajj & Umrah visas released

The Official Gazette published the regulations for temporary work visas and temporary work visas for Hajj and Umrah services, which were approved by the Cabinet earlier this month.


These regulations will take effect 180 days from the approval date and will override any conflicting provisions.

 

According to the regulations, the Ministry of Human Resources and Social Development (HRSD), in coordination with relevant authorities, will determine the purposes and professions covered by these visas and set the technical and professional requirements for applicants.

 

The ministry will review visa applications, determine the number of visas issued, and provide the necessary permits according to established conditions. It will also select the countries from which workers for Hajj and Umrah services can be recruited, ensuring diversity in the process.

 

Temporary work visas are valid for one year from the date of issuance, with a maximum stay of 90 days from the date of entry, which can be extended once for an additional 90 days. Visa holders must leave the Kingdom before their stay expires. Unused visas will be automatically canceled upon expiration, or earlier if requested by the applicant, who will then be entitled to a refund of the fee.

 

Only authorized establishments may apply for temporary work visas for Hajj and Umrah services. Applicants must submit all required information, including permanent and temporary work addresses, through the automated system.

 

They are also required to provide the Kingdom's foreign representations with a copy of the signed employment contract and medical insurance for the worker. Additionally, a financial guarantee of SAR 2,000 per worker must be submitted to cover repatriation costs, refundable upon proof of departure or visa cancellation.

 

Visa holders for Hajj and Umrah services may enter the Kingdom between the 15th of Shaaban and the end of the month for the Umrah season, and from the 5th of Shawwal until the end of Dhul Qadah for the Hajj season, with a maximum stay until the end of Muharram.

 

Visa applicants will bear the costs of returning any worker who arrives outside the specified period. Holders of these visas are not allowed to perform Hajj, and their visas will be marked with "Not valid for Hajj" in Arabic and English.

 

However, the Ministry of Interior, HRSD, and the Royal Commission for Makkah City and Holy Sites (RCMC) may establish regulations for exceptions.

 

Finally, the regulation prohibits converting a temporary work visa for Hajj and Umrah services into a visa for other temporary or permanent employment.
