Saudi Arabia’s Ministry of Municipalities and Housing issued the updated regulatory guide for entertainment facilities, aimed at improving service quality, attracting investors, and enhancing visitor safety while protecting stakeholder rights.

 

The new regulations apply to all entertainment facilities, excluding theaters and cinemas.

 

The ministry aims to enhance the business environment, stimulate investment, and ensure compliance with the Saudi Building Code in construction.

 

Key updates cover location and area requirements, compatible activities, commercial signage, architectural standards, façade design, and technical and operational aspects.

 

The goal is to improve user experience and deliver high-quality, integrated entertainment services that meet community expectations and safety standards.

 

To obtain a license, facilities must comply with municipal licensing rules, secure approvals from the relevant authority and Civil Defense, and hold a valid commercial register.
