Here’s what you need to know about Land Transport Law

01/03/2025 Argaam

King Salman bin Abdulaziz Al Saud issued a royal decree approving the Land Transport Law.

The law was also approved by the Saudi Cabinet.

According to the decree, the law implementation does not affect the provisions of the concession agreement between the Kingdom's government and Saudi Aramco regarding the company's right to transport hydrocarbons.

The decree also stipulates that land transport establishments must adjust their status within a period not exceeding one year from the system's effective date.

The Transport General Authority’s (TGA) board of directors is responsible for setting transport fees for any rail transport or maritime transport activities as it sees fit, based on policies that outline pricing principles, ensuring compliance with the Kingdom’s international commitments.

The new Land Transport Law consists of 34 articles and will come into force 180 days after its publication in the official gazette.

According to the law, road transport refers to the transportation of passengers and their belongings or goods via vehicles on roads, including vehicle rentals for transport or travel purposes and brokerage in any of these activities.

The law aims to regulate road transport activities, vehicles, and facilities, improve and advance services, and encourage investment—in coordination with relevant authorities—in line with the Kingdom's economic and social development goals, while considering environmental aspects and safety and security requirements.
