Vision 2030: Fiscal Sustainability Program concluded

The Fiscal Sustainability Program was officially concluded on Feb. 4, 2025, marking the first Vision 2030 Realization Program (VRP) to successfully achieve its objectives and generate lasting impact.

 

The program's responsibilities have since been integrated into the relevant government entities, bringing the total number of VRPs down to 10.
 

In the 2024 annual report for Vision 2030, the program was initially launched in 2016 under the name "Fiscal Balance Program." It laid a strong foundation for a resilient and adaptable financial system, significantly improving financial planning, enhancing transparency, and introducing policies aimed at achieving a more balanced and sustainable budget.
 

Over time, the program’s scope expanded to include promoting fiscal discipline and ensuring the sustainability of public finances. It became the first Vision Realization Program to fully complete its execution plan.
 

The report highlighted that VRPs—medium-term entities launched during the initial phase of Vision 2030—were created as essential tools for implementation. These programs strengthened collaboration across the government ecosystem, accelerated achievement of goals, and enabled Vision 2030 to exceed a number of its ambitious targets.
 

VRPs also contributed to building institutional skills and capabilities while equipping government bodies with the necessary tools and frameworks to support sustained growth and development.  
 

Additionally, the report noted that the government restructured the national budget framework to enhance flexibility and future-readiness, aligning with international best practices.
 

The budget is now guided by two key financial indicators, the expenditure deviation ratio and the budget deficit as a percentage of GDP.
 

Targets for these indicators were set in line with global recommendations at 5% and 7%, respectively.
