Saudi Arabia’s housing ministry said fees will start to be levied on vacant (white) land plots located within the area of Makkah, starting from 10,000 square meters upward.
The ministry said executive regulations for the specific pieces of land subject to the tax will be issued, and owners will be officially notified.
In July 2017, the ministry closed the registration period granted to owners of white land in Makkah, and announced that 98 plots were registered, making up a total area of 15 million square meters.
Land owners will have to pay a fee of 2.5 percent of the land's value or develop it within 12 months.
