Saudi Arabia imposes anti-dumping duties on concrete additive imports from China, Russia

Majid Al-Qasabi, Chairman of the General Authority of Foreign Trade (GAFT), imposed final anti-dumping duties on imports of Sulfonated Naphthalene Formaldehyde (SNF) – concrete additives – originating from or exported by the People's Republic of China and the Russian Federation.

The decision, published in the Umm Al-Qura newspaper on Dec. 2, enforces the final duties on the specified product imports for a period of five years, starting from December 3, 2024.

The Zakat, Tax, and Customs Authority (ZATCA) is directed to impose and collect final anti-dumping duties on the product, with rates ranging from 18.12% to 23%, as detailed in the table included in the decision.

This measure aligns with the Trade Remedies Law in International Trade, aimed at protecting the local industry from unfair trade practices in the Saudi market.

The decision is based on the final results of an investigation initiated on Nov. 20, 2023, following a complaint filed by the local industry, in accordance with the Trade Remedies Law in International Trade and its implementing regulations.
